Yes, unfortunately, sometimes they do. The basic premise is the same as before but the characters and situations are new.
It was co-written and directed by Adam Grossman. Grossman is a musician (he and Danny Lohner founded both Angkor Wat and Skrew), so I was curious to see how he’d handle a film. He did okay for a while, but his action scenes were clumsy and lifeless and the story was balls. It felt like he wanted to be making The Omen, not this crap. Also, someone should have told him that mentioning a character from a previous instalment doesn't validate your film and make it a part of the original’s cannon, that’s just wishful thinking.
